There are examples of instances where contaminated/adulterated products made by foreign producers have caused serious injuries and death. This coupled with the increasing sophistication of counterfeiters and the threat of bioterrorism, it is apparent that current protective measures are not adequate. In response eight governmental agencies have jointly issued a guidance document that places the onus of protecting public safety on someone other than the manufacturer.
